IRS Certifying Acceptance Agents (CAAs) for W-7 ITIN applications have a similar job as a notary. 



As a trusted professional, they positively identify the applicant.



However, identification requirements are more strict than for notaries; CAAs must have the actual ID document (license, passport etc.) in front of them in order to identify the applicant. 



Proof of foreign status is also required, but passports can prove both ID and foreign status.



The applicant may appear either in person or via videocall, but the ID must be physically in front of the agent.



Remote notaries do not need to have the actual ID in front of them. Keep in mind that regular notaries cannot certify W-7 ITIN applications.



Notaries must work within the state they are licensed in; CAAs can work worldwide.
